Yeah, it can give what you're saying either a patronizing tone, like you don't want to be held accountable for your own choice of words, or else make something seem kinda sketchy. Like:

Lost backpack "reward"
fresh brown "eggs"
handy "men" service

etc

Mildly related: I have a t-shirt that says "Literally" except it has finger quotes instead of actual ones.

I don't get why quotation marks would be used for emphasis, why not a good old fashioned underline?
