Tijuana is fun when you are underage. There are a few places you should go if: you can handle crowds and really likie to dance. Plaza de Plato(s) The main strip, I forget the name of the street.
If you do go. I suggest parking before the boarder and walking in/taking taxis around and walking.

I've only been in San Diego once, for a Bat Mitzvah. We snuck out to go to Comic Con when it got dull.
