I'm a die hard fan of Arm & Hammer kitty litter. It's a bit more expensive, but I find clumping and scooping keeps things under control. I used to use pan liners, but meh, with the clumping stuff it's fine.
Recently I'm trying out this bio-degradable stuff, also by Arm & Hammer. It's more expensive, but I got a guilt complex after I read that regular kitty litter just sits in a landfill for like a billion years after you throw it out. There's also less dust, so that's good.

My dog poops in the yard. When he does poop in the house, I flush it and spray down the area with petzyme.
pan liners are the biggest waste of money! Kitteh usually gets holes in them anyway when he covers his dooks.
Also, unscented litter has way less dust than the fragranced ones.
