It's about the same amount of effort to deliver any amount of food (unless you're ordering catering for a party), and delivery isn't exactly the same as waiting a table where someone has to keep coming and going to bring you plate after plate.

the real question is, if there is a delivery fee, like everywhere in chicago does, why do you still have to tip? shouldn't the delivery fee be going straight to pay the driver? its ridiculous
I think those fees are for the service that's taking the orders in the case of those catalogs with many restaurants represented and for the driver's hourly pay. So the tip is for acceptable service, as it is for the wait staff, I guess?
I alway tip the same as i would wait staff. I've never had a bad delivery experience- it's always been either normal or slightly humorous. If there was some sort of problem I'd hope to catch it in time.

Usually $2-$5 as well. But it's somewhere in between percentage and flat dollar amount.
