Cheap and good don't usually go together, AND I don't frequent chain coffee places, but I don't know, Starbucks? I also have a few friends who swear by McDonald's coffee.
starbucks is, imo, terrible unless you like the taste of burnt (which is of course a valid choice). I find Panera/St. Louis Bakery's coffee to be pretty good, but their size is way small. McDonalds is now usually pretty decent. White Castle used to have surprisingly good coffee, but last time I tried it it was much declined. IHOP, Bob Evans, and Cracker Barrel share about an equal level of mediocre. Run far away if anybody ever suggests Steak 'n Shake (Seattle's Best) coffee. I'd say your best bet is to find a local diner that brews a good cup.
As far as personal experience, my best cheap cups o joe were from a place down in santa monica.

Oh yeah, Starbucks IS totally burnt. I forgot. It's hard for me to think of places that don't just exist here.
