We've talked to the landlord several times, and he assured me that he would talk to them and take care of it. The noise has actually gotten WORSE since he talked to them (I think they're pissed off now) and now the landlord appears to be ignoring my phone calls.
I think they're Section 8 too, and I think he's afraid of pissing them off and getting sued because there's a disabled guy with autism living there (and like 4 other people...in a 2-bedroom!)
Also, from a friend who knows more about this stuff than I do:
"not much she can do for the immediate other than call the cops. but... if there are multiple units she could request to be moved to another unit, citing the multiple noise complaints. then if the landlord still doesn't do anything, she'd have a good case to file charges against him in court. hypothetically, the landlord should do something about the other tenant, but they're not really required to. by having the cops come out there multiple times, she builds a case to file harassment charges against the neighbor as well though. plus.. once the cops have been out there a couple times, she should talk to the cops while they're (leaving) there and see what they recommend as well. technically, the cops can't do too much either, unless the neighbor refuses to quiet down and then they can be cited or hauled in on disturbance of the peace charges."
Ok, landlord's office just called, and apologized for not getting back to me sooner. They seem to be quite serious about helping me, and started talking about the upstairs people being in violation of their lease. Sweet.
Some weird shit is going down. The neighbors are trying to turn this whole thing around us by saying that we have 6 people living here and a dog that barks all the time. WTF? There are 2 of us, a dog has never even been IN this apartment, and we are probably the quietest tenants EVER. The landlord isn't buying it though.
I can't wait to move in with the boyfriend. This is retarded.

" but having them out there on multiple occasions builds that ... history of being able to say "i talked to the landlord, who did nothing, the cops get them to shut up for 5 mins, and then i have to call them again, etc..." make sure she keeps a record of it too, as trying to get a copy of that record from the police is usually futile without a court order or subpoena. it'll be an unofficial record, but its something that she can point to, that can be verified by the court if it comes to that. ...and who knows, once in a while a cool cop may show up and just deal with the situation. and then its over with. but my guess is, esp with the section 8 thing, is to try and have the landlord move her WITH NO PENALTY to another unit."
If you can't sleep, ask them to be quiet. If they don't, call the cops.

I'd file a complaint with the cops.
@Oz: Yeah, I guess I'm going to have to start doing that, just to get it on the record somehow.
I'm hoping I can get a rent reduction somehow, or maybe make them pay for the cost of moving.
